Mr. Jou is a serial entrepreneur, who has more than 20 years of broad executive and operational level experience in the high-tech industry in US and World Market. Mr. Jou is the Chairman and former CEO of PayEase Corp., a leading wireless and online payment service, data delivery and mining technology provider, who has offices in US, China, and Hong Kong. He was founding CEO/President of Silicon Valley Communications, Inc. (SVC, Santa Clara, California), a leading optical communications technology company and equipment manufacturer, where he raised tens of millions for the company. SVC was merged with C-COR.net in 1999 to form a company with $1.5B+ market capitalization. Prior to SVC, he co-founded Hwacom as Managing Director and President of US Operations (a CATV and telecom system integration company listed in 2002), where he brought the company into profitability in one year. Mr. Jou has raised over US $100M from financial organizations in the past. He also Chairs NewPeregrine, and Infocom, both in Silicon Valley. He was also the co-founder of Cache, a system company in Taiwan, and worked for Apple Computer and TFT (an audio technology company), both in Silicon Valley, in his early engineering career life. Mr. Jou is also the CEO of Jou & Family Foundation, a non-profit organization helping local and overseas educational and religious Communities and schools for needed people. He received a Congressional Medal of Distinction from National Republican Congressional Committee, in 2006.
He holds three US patents and four international patents. Mr. Jou has a Masters degree in Electrical and Computer Engineering from Arizona State University and a BS degree in Electrical Engineering from National Taiwan University. |

| Mr. Skibo is Chairman and CEO of HouseRaising, Inc., a US public company in the housing industry. Mr. Skibo was Chairman and CEO of a venture capitalist and telecommunications/internet industry veteran serves as Chairman and CEO and is responsible for directing the company. He also manages acquisitions and is responsible for all financial related matters. Mr. Skibo was previously CEO of SE&C, a consulting company focused on providing financial assistance and funding of acquisitions for companies in the IP & Telecom related market segments. Prior to SE&C, he was Chairman and CEO of Colo.com from 1999 to 2001. During his tenure, Colo.com raised $535 million, built and operated 27 collocation data centers with staffing increasing from 9- to 350 employees. Frederic Sum

| Mr. Sum brings to PayEase rich background in the Telecom / IT field and strong operation experience. He serves on the board of several publicly listed companies as well as the Advisory Board of high-tech companies that cover the field of Wireless Communication, IT and ASPs.
A veteran in China, Mr. Sum went to the PRC as the first Managing Director of Bell Canada International ( Asia) in 1980. In 1986 Mr. Sum was the founding Director of Hutchison Telecom spear heading the company’s thrust into Cellular Telephone, Paging, Cable Television and Broadcast Services.
In 1995 Mr. Sum became the Chief Operating Officer of the Hong Kong Public Company - Star Telecom Group who had substantial investment in the Hong Kong and China Cellular and Internet properties.
Prior to PayEase, Mr. Sum was the Co-Chairman of Tricom which was acquired by Mr. Richard Li, rename Pacific Century Cyber Works (PCCW), and later used as the public vehicle to acquired Hong Kong Telecom.
Following the acquisition, the Tricom stock went up over one hundred times over a two days period. The stock became the fastest rising stock in the shortest period of time in the history of the Hong Kong Stock Exchange. |

Peter Liu

| Born in Beijing and raised in Taipei, Peter was educated at the University of California, Berkeley. Prior to founding WI Harper Group, Peter was a general partner of Walden International Asia where he established joint venture partnerships with several Asian governments and leading enterprises. He has rich experience in advising high-tech companies throughout the U.S. and Asia, and has a track record of securing significant capital appreciation for investors.
Peter holds several directorships including Committee of 100, The 1990 Institute, China Aids Fund and the San Francisco and Shanghai Sister City Committee. Additionally, Peter co-founded the Taipei Venture Capital Association in Taiwan and also serves as a director of the Korea Restructuring Fund. He is also the recipient of Asia Pacific Leadership Award presented by the University of San Francisco Center for the Pacific Rim and a standing member of the World Economic Forum. Recently, Peter won the special award for his personal contribution to the China venture industry at the 8th China Venture Capital Forum 2006. |

Mr. Max Fang

| Mr. Max Fang holds a B.S. Degree of Management Science from National Chiao Tung University (1971-1975), and the EMBA programs of ChengChi University (1999-2002).
Mr. Fang is best known for his expertise and achievements in the Supply Chain Management profession. In 1990 as the first employee of Dell Corporation in Taiwan he established the International Procurement Office and expanded it to become the most significant and strategic supply base management organization for Dell globally. During this period ( 1990 - 2001 ) Mr. Fang is widely recognized as the key person linking the Taiwan IT industry with the global IT giant, his reputation and strong relationship with many top executives in the Greater China region have become invaluable asset for his venture capital career after Dell.
In 2002, Mr. Fang left Dell and established Maxima Capital Management, Inc., which raised its first venture capital fund with the size of US$55M. |

| Dr. Chen is the Chairman of Capinfo Company Ltd., the state owned public listed company in Hong Kong that built the eGovernment platform for the Beijing Government and founder of "Paylink" the first eCommerce Payment Service Platform in China under the direction of the Beijing Government.
Prior to Capinfo, he was the chief engineer of the Beijing Economic Committee and the Chief Representative of SAP in China. He obtained the doctor's degree from the electrical engineering department in the Pennsylvania State University in 1986. In 1966 he graduated from Tsinghua University, majoring in precision instruments. |

| Ms. Wang advises companies in securities and general corporate law areas, fund raising activities, technology transfer, technology licensing , M&A and IPO.
Ms. Wang practiced law as an Associate with Heller Ehrman after she graduated from law school. Heller Ehrman is a full-service international law firm with 13 offices globally. While with Heller Ehrman, Ms. Wang specialized in securities and general corporate law to start up and emerging growth companies, including advising in angel or venture capital financing through to Merger & Acquisition or Public Offerings, negotiating and drafting agreements for venture capital financing, general corporate and securities law counseling, and negotiating and drafting agreements for licensing and strategic partnership transactions.
Ms. Wang was a Summer Associate for Steefel, Levitt & Weiss, a San Francisco law firm. While with Steefel, Levitt & Weiss, Ms. Wang researched and wrote memoranda on bankruptcy, tax and real estate issues, and researched and wrote memoranda on general litigation topics involving contract, tort and constitutional law. Prior to entering law school, Ms. Wang owned and managed her own retail and business brokerage businesses.
Ms. Wang passed California C.P.A. exam (May 1993). Ms. Wang is a member of State Bar of California. Ms. Wang received a B.S., summa cum laude, in Business Administration with concentration in Accounting from San Francisco State University and received her J. D. degree from the Boalt Hall School of Law at the University of California, Berkeley. |

| Mr. Wang is a veteran in venture capital industry and has more than fourteen years of investment experience and proven track records. His successful investments in the technology sector includes VIA Technologies, Macronix International (MXICY), Quality Semiconductor Inc. (IDTI), ESS Technology (ESST), Quinta Corp. (SEG), XLNT Inc. (INTC), GRIC Communication (GRIC), and Viador Inc.(VIAD). Mr. Wang also served on numerous boards in both US and Taiwan public listed and private companies, including Applied Speech Technologies, Baker Street Technologies, Eastern Electronic, Iridigm, Megatime Technologies, Mosart Semiconductor, RapidStream, TB Commerce, Transcomm Inc. and Taiwan Mask Corp.
Mr. Wang joined TAC Group since 1992 and currently serves as President of Technology Associates Development Corp. (TADC). Mr. Wang also serves as President of Technology Associates Corp. and President of Tech Alliance Corp., the two venture capital funds with its focus on early stage and growth stage companies in the areas of telecommunication and semiconductor industry.
Mr. Wang holds M.B.A. in both Technology Innovation Management of National Chengchi University in Taiwan and Meinders School of Business of Oklahoma City University, and B.S. in Electrical Engineering from Chung Yuan Christian University in Taiwan. |

Jason Mitchell

| Jason Mitchell has worked for GLG Partners LP since January, 2004, overseeing the media and telecom investments for the European investment funds. Prior, to GLG Partners, Jason worked at Pequot Capital and Andor Capital since 1998. Before that, he was with Credit Suisse First Boston's Technology, Media and Telecom group as a Research Analyst. Jason also serves on the board of Shortlist, a men's consumer magazine in the UK, which GLG Partners has an investment stake.
